In your view, which of the following should be priority to ensure that Higher Education Students’ Financing benefits more?

Background:

Members of parliament sitting on parliamentary committee of education and sports say that, all government scholarships including state House scholarships should be scrapped and the money revamped to students loan scheme.
The legislators revealed these while meeting officials from the ministry of education over the higher education students financing bill 2013.
The higher education students financing bill 2013 intends to finance students to pursue higher education in Uganda.

A person who has received students’ loan scheme start repaying the loan with the specified interest at least one year after completing the higher education for which the loan was given.
Section 25 of the bill says that, deductions by employer every employer who employs a person whose loan is due for repayment ,shall, every month deduct the amount specified by the board from the salary or income of that person for purposes of repaying the students loan.
