Minister Kibuule said that if a woman is dressed poorly and she is raped, no one should be arrested. What do you think?

BACKGROUND:

“I have talked to the IGP and the police in Kampala to see that if a woman is raped they look at how she was dressed. Most women currently dress poorly especially the youth. If she is dressed poorly and is raped, no one should be arrested,” Youth Affairs Minister, Ronald Kibuule said. According to Daily Monitor.

Mr. Kibuule's statement has sparked reactions among human rights activist, women, girls and youth in Uganda. Some of the people are saying that he is right while others are saying that Kibuule is "PROMOTING RAPE" must resign and apologize.

Over 600 children are raped or defiled every month in Uganda. In 2011 7,690 rape cases were reported according to Uganda Police Report.

Ms Rita Aciro, the executive director at Uganda Women’s Network, said: “It is unfortunate that we have such leaders in this country. Does he know that there are laws in this country against rape? He is obviously misleading many men by saying that it is okay for them to go ahead and rape women who put on short skirts.”
