Which of the following is the best way to promote patriotism?

BACKGROUND:
Government is in the final stages of drafting a law on patriotism. Minister for presidency Frank Tumwebaze said that the patriotism bill instructs citizens to love and defend their country.

The minister was appearing before the committee to account for the 2.5 billion shillings Parliament allocated last year to the Patriotism Secretariat in the office of the President.
According to Minister, patriotism seems to be declining among the citizens. He cites run-away corruption and endless strikes in schools and protests by people as possible reasons.     

Minister Tumwebaze proposes that under the new law, the ministry of education will have to include patriotism on the schools syllabus from primary level.

Currently, government runs a patriotism secretariat in the office of the president.

The secretariat officials routinely visit schools to run patriotism classes. Critics say patriotism is inborn and cannot be taught; they therefore see this as waste of taxpayers' money.
