What do you think is the best way of fighting defilement in your District?

Background

Defilement is one of the leading criminal offenses in Uganda. The Daily Monitor 27th June 2012 says that the 2012 Annual Crime and Traffic Safety report shows that defilement and unnatural offenses are increasing. At least 8,076 defilement cases were registered compared to 7,690 reported in 2011. 

The Inspector General of Police, Gen Kale Kayihura, said police are challenged by the increase in the cases because parents and guardians have turned the offense into a business. “Most of these defilement cases don’t reach court or when they reach court, we lose many sex-related cases because most victims’ parents are interested in compensation from the suspects’ relatives than conviction,” Gen. Kayihura said.

Defilement according to the constitution of the Republic of Uganda is having sexual intercourse with female below 18 years of age.
Due to high cases of defilement, government amended the laws to have tougher punishments for offences and quick delivery of justice. Unfortunately, the cases have continued to increase.
