What can be done to get children in school and reduce primary school drop outs?

BACKGROUND

According to the latest UNESCO study, 700,000 Ugandan children today have no access to school. We rank 11th in the world with the highest number of children out of school. The director general of UNESCO, Miss Irina Bokova, said that many Ugandan children never start school while those who do so are at the risk of dropping out before even completing the primary cycle. Uganda is in danger of failing to hit its 2015 Millenium Development Goal on Education for All.
